Time bound service delivery
Uttar Pradesh Legislature had passed the Uttar Pradesh Janhit Guarantee Act 2011 on 3rd March 2011. Through the Act, the Government made it mandatory for departments to ensure time bound service delivery failing which the concerned departmental officers will have to face strong penalties. Multiple industrial services across various departments have been brought under the ambit of this. The key departments providing services under the Uttar Pradesh Janhit Guarantee Act 2011 include Departments of Electrical Safety, Pollution Control Board, Directorate of Factories, Small scale Industries, Labour, Registration, Forest, Public Works Department, Commercial Tax Department, Housing and Urban Planning, Entertainment Tax and Power Department.
The Act and the timelines can be accessed here
Salient features of the Act are -
1. Time bound service delivery: Bringing efficiency into administration - Uttar Pradesh Janhit Guarantee Act 2011 ensures timely delivery of industrial services of the concerned departments thus ensuring smooth functioning of industries in the state.
2. Provision of Appeal: Valuing public grievances – Any person whose application is not disposed off within the stipulated time limit can approach The Appellate Authority. The Act has a specially designed robust escalation matrix for the same.
The detailed procedure of filing grievances along with the information and documents required is provided in the Act (which can be found in Rule 7 and 8 of the Janhit Guarantee Act 2011 (notification no N2413/I-14-2011-33(08)-2011 dated 23 December 2011). For details refer page Page 10 of the hyperlink of the Act provided above.
The details of the designated appellate officers with their contact details and email address are provided in page 31 of the hyperlink of the Act provided above.
3. Provision of Penalty: Bringing accountability into administration– The Act penalises the designated officer in case the service is not delivered or if it is delivered late. This deters officials from not complying with the defined timelines for services being provided to Industries/ Businesses.
The details of the provision can be accessed in Clause 7 (1), (2) and (3) of the Act (refer page 3 of the hyperlink of the Act provided above.)
