Greetings ! 

 

 

 

Uttar Pradesh is the largest State of India in terms of population and 5th largest in area. Endowed with a wealth of vast natural resources and demographic dividend, there is enormous potential of investment in infrastructure and industrial development. I believe Industry driven inclusive socio-economic growth is imperative for creation of employment and better quality of life.

Government of Uttar Pradesh has embarked upon a comprehensive plan to unlock the full potential of the State as the most preferred destination of investment by enabling high-end infrastructure and industrial development. Framed with active consultation with all stakeholders to create hassle-free and congenial business environment, fresh initiatives include new policies on Infrastructure & Industrial Investment, Information Technology, Food Processing, Solar Power, Sugar Industry, Co-generation and Distillery along with Poultry promotion in the State. 

Moreover, the State Government has engaged Ernst & Young consultancy firm as its Knowledge Partner to promote investment and facilitate establishment of industrial projects in the State. Knowledge Partner is also mandated to explore investment opportunities in identified focus sectors and geographical locations along with tracking investors' proposals and facilitating establishment of their projects. 

New Infrastructure & Industrial Investment Policy of Uttar Pradesh aims at attaining 11.2% industrial growth per annum during the Twelfth Five Year Plan. In addition to simplification and rationalisation of procedures, special incentives have been specified in this policy towards eradicating regional industrial imbalance by uniformly extending the benefits of investment to all geographical areas of the state. 

On one hand, we are evolving IT enabled single window clearance systems through 'Nivesh Mitra' to ensure timely clearances, on the other Uttar Pradesh has agreed to be the pilot State to implement e-Biz Mission Mode project of Government of India to provide entire gamut of Central as well State governments services on a single ICT interactive platform. Government of U.P. has already signed the MoU in this direction. Moreover, to ensure timely issuance of clearances for industrial projects, the State for approvals. Officials, who will fail to comply with this new law, would be penalised. 

For sustained industrial growth, development of matching robust infrastructure is crucial. Creation of customized infrastructure facilities requires huge funds and expertise possessed by private sector. Therefore, the State government has made Public Private Partnership an integral part of new policy. While many infrastructure projects are in the pipeline, some ambitious ones are already under the implementation process through public private partnership, including 270 Km long Agra-Lucknow Greenfield Expressway, linking of all district headquarters with four lane roads, development of two international airports at Agra and Kushinagar, etc. Extensive exercise is underway to strengthen and improve power scenario as well as expansion of natural gas network. 

Trans-Ganga Hi-tech Township near Unnao, Plastic City at Auraiya, Mega Leather Clusters in Hardoi and Kanpur, IT City at Lucknow, Dairy projects at Lucknow, Kanpur, Saifei and Varanasi are some of the upcoming projects. Besides, we are also formulating a uniform industrial land allotment policy to ease the process of allotment. Uttar Pradesh is fortunate to have large tracts of land suitable for industrial use. 

Delhi-Mumbai Industrial Corridor (DMIC) and East-West Dedicated Freight Corridors deserve a special mention as these projects are going to be the harbinger of industrial revolution. Uttar Pradesh is the biggest beneficiary of Eastern Dedicated Freight Corridor project with the share of 57 percent in the total length of 1,839 km, whereas, 12 districts fall under the influence area of DMIC. Dadri, in Uttar Pradesh, is proposed to be the junction point of eastern & western Dedicated Freight Corridors. Multimodal Logistics hub at Dadri, Multimodal Transit hub at Bodaki and Integrated Industrial Township at Greater Noida have been identified as early bird projects on DMIC and ready to be launched soon. At the initiative of Hon'ble Chief Minister of Uttar Pradesh, now Amritsar-Delhi-Kolkata Industrial Corridor will be developed on Eastern Dedicated Freight Corridor.
