Working Procedures of Udyog Bandhu

 

"Udyog Bandhu" [Friend of Industry] is an organization of the State Government of Uttar Pradesh in India; dedicated to facilitate Investment in Industrial and Service Sectors, besides solving various problems of existing & up-coming industries as well, related to different Government departments.

Udyog Bandhu is an IS/ISO 9001:2008 certified 3-tier (District level, Divisional level & State Level) dedicated body of the Government of Uttar Pradesh acting as a single window system since 1st January 1999. It provides 360 degree services for the purpose of setting up of businesses in the state and covers all industrial approvals.

 

Functions of Udyog Bandhu

  1. Promotion of enterprises and industries including manufacturing and service sectors.
  2. Contribute in policy formulation relating to industries, infrastructure and investment by involving all stakeholders in the form of public-private dialogues.
  3. To function as an easily accessible bridge between the Government and Entrepreneur in order to resolve problems and impediments faced in setting or running an industry in the State.
  4. Devising ways to make the investment procedures smooth, business-friendly, rational and time-bound.
  5. Monitoring and follow-up of Industrial Entrepreneurs' Memorandum and Letters of Intent filed with Department of Industries, Government of India, to set up industrial units in the State.
  6. To function as secretariat of a high level empowered committee, formed for the promotion and development of industries and infrastructure.
  7. To spread information about the facilities and incentives available to entrepreneurs in the State.
  8. To coordinate with different departments for implementation of Business Reform Action Plan as recommended by DIPP, Govt. of India.

 

Other Services of Udyog Bandhu

  1. To function as Nodal agency for 'Single Window System' for filing applications for setting up of industrial units and getting approvals and clearances relating to different departments at a single point in the districts all over the State.
  2. As mentioned above making the doing business environment transparent and efficient is paramount for us.Towards realizing this goal, a new web-based single window facility for investors -'Nivesh Mitra' has been started. It is an online facilitative service which includes features like online submission of applications for setting up of a unit; monitoring of application status by entrepreneur as well as the departments concerned; to work as a tool for timely issuance of approvals & clearances. Udyog Bandhu is nodal agency for this service.
  3. A 'Help-desk' has been set up to help entrepreneurs at the office of District Industries Centre in each district of the State. Equipped with facilities like computer, scanner, printer and internet, help-desks have been set up to assist entrepreneurs in setting up of an industrial unit; to provide all the information required; help in the use of web-enabled services described above. This desk will also help entrepreneurs in resolving their problems.

 

Purpose of Udyog Bandhu

To Monitor the online of Single Window Clearances for entrepreneurs by using the website of Nivesh Mitra

  • Periodic monitoring of Nivesh Monitoring website
  • Analysis of Data/ Applications
  • Interaction with departments in case of related problem
  • Coordinating with concerned GM, DIC
  • Interacting with developer in case of software related issue
  • Obtaining information from departments, if need be
  • Putting up of status report to JED/ED
  • Compliance of decision taken
  • Arranging meetings at the level of IIDC/ every month
  • Arranging meetings at the level of CS if required
  • Taking actions as per the decisions taken in the meetings

To establish a system for collecting details of investment proposals (IEMs/LOIs) filed by entrepreneurs with Dept. of Industrial Policies and Promotion, Ministry of Commerce and Industry, Govt. of India

  • Receive data from DIPP on IEMs/LOIs filed
  • If data did not receive then send email to DIPP for obtaining information
  • Sending reminder e-mail to DIPP for obtaining information
  • Sorting of information received from DIPP
  • Updating IEM/LOI database of Udyog Bandhu
  • Uploading of updated database on the website of Udyog Bandhu and providing data along with welcome letter to IP Cell
  • Sending welcome letter of IEMs/LOIs holders under signature of JED/ ED
  • Sending details of IEM/LOI filed to C&DI UP and concerned GM, DICs
  • Provide IEM/LOI data to Nodal Officer
  • Follow-up with IEM holder and GM DIC
  • Provide information received from GM(DIC)/IEM Holders to JE/Dir (IT)
  • Check the status of implemented projects from DIPP website every month
  • Generation of various reports/ analysis, as desired from time to time

To establish a system for problem solving through various forums like Samadhan Divas, Tripartite, State Level Udyog Bandhu Committee (SLUBC), High Level Empowered Committee (HLEC) 

  • Internal records of representation received through e-mails/letters/UPIRGS from entrepreneurs/ associations, after marking of the ED/ JED and send it to concerned Director
  • To examine the representation and process, by writing letter to the concerned department/ organization with a copy to the complainant, as token of acknowledgment. Letter shall be sent to concerned Principal Secretary & HOD along with concerned field level officer
  • Dispatching of duly signed letter
  • For follow-up, co-ordinate with the Nodal officer of the concerned department for prompt- action and resolving the issue by way of telephonic interactions/ reminder, personal- visits
  • In case of non-receipts of reaction/ reply/ stand of concerned department/ organization, a formal reminder shall be send, from a next higher level
  • If any issue remains unresolved even after a month’s time, the issue would be eligible for Tripartite Meeting
  • Put up draft agenda to JED/ ED, with the request to ED to give a suitable date and time for meeting
  • After getting approvals on draft agenda, a formal covering letter, communicating the date of meeting along with agenda, shall be sent to the concerned
  • Organizing the Tripartite Meeting
  • Approval of Minutes of Meetings by the chairman
  • Communication of Minutes of Meeting to all the concerned
  • Follow-up with concerned Department wrt unresolved issues, and take further necessary action, as per instruction of JED/ED
  • Receipt of online/ offline feedback, uploading of testimonials/ remarks on UB website
  • Analysis of feedback and take necessary corrective and preventive action
